All powers affect the environment in some way. The environment is defined not only by the trees, ground, etc., but also the characters within the setting up to and including the power's owner themselves. There are three base aspects that every power shares, and each one judges how the power affects the environment: potency, utility, and range.

The cost of a power is dependent on these three factors. One of the major philosophies behind grading is that the more potent the power, the more costly the range and utility will affect it. Thus, the cost of multiple charges for a pea-sized fireball is different than if it were a bus-sized inferno. Improving the potency of a power will not just affect the base cost of making it stronger. The cost of maintaining the same utility and range will be compounded to the price.
